Fallout 3 goty pc downloads greyed out

I have the PC GOTY and all the DLC has installed to the DATA folder of Fallout 3 on my PC, when I load the game, it says extra content loading BUT when I sign into GFWL I click Downloads and none of th4e DLC is listed.
